New Substitute

I don't have a credential . . . . . 

  1. Complete the Commission on Teacher Credentialing live scan and Tri-County Substitute Teacher Consortium live scan at one of the following live scan locations or find a location near you.
  2. Apply for the 30-Day Emergency Substitute Permit issued by the Commission on teacher Credentialing  *** First time applications for the 30-Day Emergency Substitute Permit MUST be submitted by mail to CTC ***
  3. Complete the online application through Ed Join - a  valid California credential and TB verification or the TB Risk Assessment Form (within 60 days prior to attending the substitute orientation) must be attached

I have a credential . . . . . 

  1. Completed the Tri-County Substitute Teacher Consortium Live Scan form at one of the following live scan locations or find a location near you.
  2. Complete the online application through Ed Join - a valid California credential and TB verification (within 60 days prior to attending the substitute orientation) must be attached



Note: There are two live scan forms. 

Commission on Teacher Credentialing Live Scan Form: This form is for first time credential applicants only. If you hold a California Credential or a Certificate of Clearance do not use this form. The fingerprint clearance will be transmitted to the California Commission on Teacher Credentialing (CCTC) only. 

Tri-County Substitute Teacher Consortium (TCSTC)  Live Scan Form: This form should be used by first time substitutes who hold a California Credential or a Certificate of Clearance or are in the process of obtaining the afore mentioned who want to substitute within the Tri-County area.  The fingerprint clearance will be transmitted to TCSTC only.
